Higher power HDTV after Analog shut off?

I read somewhere recently that locals are not broadcasting HDTV at full power right now and after the switch, if it ever happens, they will be boosting the signal. I hope so because despite a strong signal I still see some pixelation and problems when the weather is stormy or even just really cloudy.
