What date is the 426 Days based on?

I thought the end of Dec 31st, 2008....which should've been 1157 days....now 1156 days, and counting....

the law still has it as dec 31 2006 although we all know thats going 2 change

Oh that's right....I used to be a 'soft' date.

I knew there was something fishy about wanting to set a 'hard' date to speed the transition to happen sooner.
